Requires all teachers and administrators employed at charter schools to comply with the same certification and fingerprinting requirements as those employed by school districts.

Permits existing charter school teachers and administrators three years from the bill's effective date to obtain required certification from the Department of Education.

Maintains that volunteer or guest speakers accompanying a certificated teacher or administrator are exempt from fingerprint clearance card requirements.

Requires charter schools to conduct annual reports to the Auditor General detailing charter authorizations, academic performance, closures, and current application and renewal processes.

Clarifies that charter schools cannot employ teachers whose certificates have been surrendered or revoked unless subsequently reinstated by the State Board of Education.
