Amends Arizona Revised Statutes section 28-455 to allow certified process servers to access motor vehicle records from the Department of Transportation.

Permits certified process servers, along with licensed attorneys and private investigators, to obtain personal information from motor vehicle records for civil, criminal, administrative or arbitration proceedings, service of process, and enforcement of judgments.

Maintains existing restrictions on disclosure of highly restricted personal information without express consent, except for specific authorized uses including law enforcement and court functions.

Does not change fee structures or other existing provisions governing motor vehicle records access and disclosure.
