Requires corporations, limited liability companies, and labor organizations making independent expenditures in candidate elections to register and notify filing officers within one day after expenditure thresholds are met ($5,000 statewide, $2,500 legislative, $1,000 local races).

Mandates disclosure statements on all literature and advertisements funded by these entities, including the words "paid for by" followed by the entity name and the four largest major funding sources, with notation if out-of-state contributors are involved.

Specifies disclosure format requirements for different communication mediums: spoken at end for radio, printed conspicuously for mail, and both written (for at least 5-10 seconds) and spoken for television broadcasts, with text size at least 4 percent of vertical picture height.

Establishes civil penalties up to three times the total expenditure amount for failure to register, notify, or disclose as required, and makes knowingly false filings a Class 1 misdemeanor.

Requires entities that are organized primarily for influencing elections and accept donations to file campaign finance reports as political committees pursuant to section 16-915.
