Allows individuals to register to vote during the 28 days immediately preceding an election if they have been a resident of the county and precinct for at least 29 days prior to the election.

Permits registration on election day at polling places for persons who complete a registration form and provide proof of residence.

Requires voters who register under this section to vote using a provisional ballot and limits their eligibility to federal offices, statewide and countywide offices, and legislative races, but excludes partisan primary elections.

Establishes that voters registering under this article cannot vote in the election for which they registered unless using a provisional ballot, but may vote in any election held at least 29 days after their registration date.

Directs the Secretary of State and county election officers to promptly implement the same-day voter registration provisions.
