Allows voters who move within the same county before an election to correct their voter registration address at their new precinct polling place and vote a provisional ballot if their address is verified to be within that precinct.

Requires election boards to inform voters whose residence address is in a different precinct of their correct precinct location; if voters refuse to go to the correct precinct, they receive a provisional ballot with a warning that portions of their ballot may not be counted.

Requires the Secretary of State to design a provisional ballot envelope template that documents the precinct the voter was directed to and includes signature lines for both the voter and election official confirming the precinct and warning were communicated.

Establishes partial tabulation procedures for provisional ballots cast in the wrong precinct: votes for which the voter was eligible in their actual precinct are counted, while votes for offices/races the voter was not eligible for are rejected.

Requires county recorders to notify provisional ballot voters at no cost whether their ballot was counted and the reason if rejected, through mail, toll-free number, internet access, or similar method with reasonable restrictions limiting information to the voter.
