Allows qualified electors not on precinct register to vote provisional ballots upon presentation of identification with voter's name and address verified to be in the precinct, or by signing an affirmation of registration and eligibility.

Requires county recorder to verify provisional ballots within 10 calendar days after general elections for federal offices and within 5 business days after other elections before counting.

Permits voters who moved within the county but haven't notified the recorder to vote provisional ballots and correct their voting records at their new precinct address.

Requires poll workers to provide voters appearing at incorrect polling places with a form directing them to correct precinct; verified provisional ballots from incorrectly-directed voters count only for non-precinct-specific candidates and issues.

Mandates county recorder notify provisional ballot voters at no cost whether their ballot was verified and counted, using methods such as mail, toll-free telephone, or internet access.
