Allows qualified electors not on the precinct register to vote provisional ballots upon presentation of identification with name and address verified to be in the precinct, or by signing an affirmation of voter registration and eligibility.

Requires county recorder to verify provisional ballots within 10 calendar days after general elections with federal offices, or within 5 business days after other elections, by comparing signatures to precinct rosters.

Permits voters who moved within the county but have not updated their address to vote provisional ballots at their new precinct, with the county recorder correcting voting records for future elections.

Establishes procedure for counting provisional ballots cast in incorrect precincts by requiring creation of a duplicate ballot containing only votes for races in which the voter was entitled to vote based on residence.

Requires county recorder or election officer to provide free notification to provisional ballot voters regarding whether their ballot was verified and counted, through mail, toll-free phone, internet access, or similar method.
