Amends voter registration eligibility requirements by establishing four valid registration methods: mailed registrations postmarked 29+ days before election and received within 5 days after deadline, in-person registrations at county recorder offices completed by 14 days before election, electronic registrations to the Department of Transportation submitted by 14 days before election, and registrations by other means dated 29+ days before election and received by 7:00 p.m. on election day.

Requires the Department of Transportation and Secretary of State to transmit all electronically generated voter registrations to the appropriate county recorder within five days of receipt.

Clarifies that mailed registrations are valid if postmarked 29+ days before an election and received by county recorder by 7:00 p.m. on election day, or if dated 29+ days before an election and received by first class mail within five days after the last day to register.

Maintains existing county recorder authority to authorize persons to accept registration forms and designate locations for receipt and distribution of voter registration forms.

Directs Legislative Council Staff to prepare conforming legislation to the Arizona Revised Statutes for the 53rd Legislature's first regular session.
