Allows early ballots postmarked by United States mail on election day to be counted, in addition to ballots received by 7:00 p.m. on election day.

Extends the deadline for federal write-in early ballots from overseas voters to include those postmarked by election day, not just those received by 7:00 p.m.

Modifies ballot affidavit instructions to inform early voters that ballots are valid if postmarked by United States mail by election day.

Updates early election board processing requirements to accept early ballots received before 7:00 p.m. on election day or postmarked by United States mail by election day.

Applies postmark deadline provisions to special district mail ballot elections, allowing ballots postmarked by election day to be counted.
