Amends harassment law to add a new offense: taunting or maliciously throwing objects at vulnerable users of public ways (pedestrians, cyclists, skateboarders, wheelchair users, etc.), classified as a class 1 misdemeanor.

Creates new section 28-913 establishing penalties for motor vehicle operators who knowingly, intentionally, or recklessly operate within 3 feet of vulnerable users, distract them to cause injury, or force them off roadways; violation is a class 2 misdemeanor.

Requires enhanced penalties when violations result in serious physical injury or death to vulnerable users: completion of traffic safety course and 100-200 hours of community restitution, with suspended fine (up to $12,500) and driving privilege suspension for one year.

Mandates law enforcement to document in accident reports whether a cited offense contributed to serious physical injury or death of a vulnerable user when issuing citations.

Defines "vulnerable users of public ways" to include law enforcement officers, emergency responders, highway workers, pedestrians, and operators of bicycles, skateboards, roller skates, scooters, and wheelchairs on public roads, crosswalks, or highway shoulders.
