Amends Arizona Revised Statutes Section 15-202 regarding state board of education meetings and procedures.

Requires a majority of all board members to approve and validate board actions.

Specifies that board members receive travel expenses and subsistence reimbursement according to Title 38, Chapter 4, Article 2, paid from the general appropriation bill.

Grants board members immunity from personal liability for acts performed in good faith within their authority during duly constituted meetings with majority board approval.

Makes a technical clarification that immunity applies to actions taken "with approval of a majority of all members of the board."
