Amends death reporting requirements to clarify that peace officers must be notified when deaths occur under specific circumstances listed in section 11-593, including violent deaths, unexpected deaths, deaths in custody, and deaths during surgical procedures.

Adds "unexpected or unexplained death of an infant or child" and "death suspected to be caused by a previously unreported or undiagnosed disease that constitutes a threat to public safety" as reportable death circumstances.

Revises county medical examiner powers to require determining if autopsy is required and establishing jurisdiction under section 11-593 before certifying cause and manner of death.

Clarifies that medical examiners or alternate medical examiners must complete death certification within 72 hours of examination (excluding weekends and holidays), with ability to enter "pending" for cause of death if determination cannot be made within that timeframe.

Grants medical examiners or alternate medical examiners authority to access all medical records and related records of deceased persons for whom they must certify cause of death.
