Amends section 15-1782 to expand the mathematics, science, and special education teacher student loan program to include elementary education teachers.

Allows loans to cover tuition, instructional materials, and mandatory fees up to $7,000 annually for students pursuing teaching degrees at qualifying postsecondary institutions.

Requires loan recipients to teach in public schools located on Indian reservations or in geographic areas experiencing teacher shortages, as determined by the superintendent of public instruction.

Limits allocation to elementary education applicants to no more than 25 percent of annual appropriated funds.

Appropriates $250,000 from the state general fund in fiscal year 2016-2017 to the mathematics, science, and special education teacher student loan fund.
