Requires school districts with existing or previous administrative agreements regarding desegregation to reduce desegregation funding outside the revenue control limit by at least 15 percent annually for five consecutive fiscal years beginning in fiscal year 2017-2018, with a complete phase-out after fiscal year 2021-2022.

Requires school districts subject to previous court orders of desegregation to reduce desegregation funding outside the revenue control limit by at least 7 percent annually for ten consecutive fiscal years beginning in fiscal year 2017-2018, with a complete phase-out after fiscal year 2026-2027.

Requires school districts declared in unitary status by federal court to reduce desegregation funding outside the revenue control limit by at least 7 percent annually for ten consecutive fiscal years following the unitary status declaration, with a complete phase-out after the tenth fiscal year.

Establishes that all reductions are calculated as a percentage of the amount levied in fiscal year 2009-2010 for desegregation expenses.
