Establishes a 20-member capital punishment study committee consisting of legislators, judicial officials, prosecutors, defense attorneys, and representatives of victims and prisoners.

Committee members appointed by legislative leadership, chief justice, governor, and attorney general, with bipartisan representation required among legislative appointees.

Committee directed to conduct thorough study of capital punishment administration in Arizona and determine whether it is consistent with constitutional principles and administered rationally, fairly and accurately.

Committee must submit findings and recommendations report to governor, senate president, and house speaker by December 1, 2016.

Committee provisions automatically expire December 31, 2016.
