Repeals subsections U and V of Arizona Revised Statutes Section 15-393, which reduced base support level funding to 92.5% for pupils enrolled in both school districts/charter schools and joint technical education district (JTED) satellite campus programs, effective fiscal year 2016-2017.

Repeals subsection X, which allowed school districts and charter schools experiencing funding reductions under subsection U to use JTED monies to offset losses in regular education funding.

Renumbers subsequent subsections W, Y, and Z to U, V, and W respectively following the removal of the funding reduction provisions.

Maintains all other existing provisions related to JTED governance, student counts, average daily membership calculations, and intergovernmental agreements between JTEDs and school districts.

Designated as an emergency measure operative immediately upon passage.
