Amends Arizona Revised Statutes Section 45-462 regarding grandfathered groundwater rights in active management areas.

Corrects a typographical error, changing "applicaton" to "application" in subsection C regarding certificates of exemption.

Recognizes that groundwater use described in an application for a certificate of exemption is a legal use for determining grandfathered rights, subject to any modifications from appeals of factual mistakes.

Maintains three categories of grandfathered rights: non-irrigation rights associated with retired irrigated land, non-irrigation rights not associated with retired irrigated land, and irrigation grandfathered rights.
