Amends Arizona Revised Statutes Section 15-975 regarding state, county, and federal funding for joint common school districts.

Requires each county portion of a joint common school district to be treated as a separate school district for funding determination purposes.

Mandates student enrollment and attendance records be kept and submitted electronically to the superintendent of public instruction.

Specifies that "assessed valuation" for joint common school districts means the net valuation of the district portion within each county.

Establishes that each county portion of a joint common school district shall be regarded as a school district employing five or more contract classroom teachers for statutory purposes.
