Requires the Secretary of State, Attorney General, and State Treasurer to rotate being excused and absent from the vicinity of the state seat of government during gubernatorial inaugurations, the governor's state of the state address, and other gubernatorial events where executive department members participate or attend.

Mandates the Department of Public Safety coordinate an off-site location for the excused and absent elected official during these events.

Requires the designated absent official to remain off-site until the conclusion of the event.
