Requires alarm business owners and "controlling persons" to obtain fingerprint clearance cards under title 41, chapter 12, article 3.1, replacing prior fingerprint background check procedures.

Changes alarm business and controlling person certificates from 2-year to 3-year validity periods, and alarm agent certificates from 2-year to 3-year validity periods.

Eliminates annual fingerprint background check fees for alarm agents and controlling persons after initial certification, instead requiring verification of valid fingerprint clearance card status on the third anniversary.

Adds sections 32-122.05 and 32-122.06 (alarm business and agent certification) to the list of persons required to be fingerprinted under the fingerprinting division statutes (sections 41-619.51 and 41-1758).

Requires alarm agent applicants to provide proof of a valid fingerprint clearance card and remain valid only while maintaining an active clearance card; prohibits alarm agents from working without valid certification.
