Establishes Arizona's participation in an interstate compact to elect the U.S. President by national popular vote rather than the Electoral College system.

Requires each member state to conduct a statewide popular election for president and vice president, with the chief election official determining the national popular vote total across all participating states.

Directs presidential electors to be appointed based on the presidential slate that wins the national popular vote, rather than the slate that wins the popular vote within that individual state.

Agreement becomes effective only when states cumulatively possessing a majority of electoral votes (270 votes) have enacted substantially identical legislation.

Any member state may withdraw from the agreement, except withdrawals within six months of the end of a presidential term cannot take effect until the next presidential term begins; agreement terminates if the Electoral College is abolished.
