Amends A.R.S. 11-1024 to add grounds for excluding service animals from public places, including if the animal is out of control and handler does not take effective action, or if the animal is not housebroken.

Requires public places that exclude a service animal under these grounds to give the individual the opportunity to return and obtain goods, services, or accommodations without the animal.

Establishes that service animals must be under the control of their handler through a harness, leash, tether, or effective voice control/signals, unless the handler's disability prevents this use.

Creates civil and criminal penalties for falsely or fraudulently claiming to be the owner or trainer of a service animal: up to $250 civil penalty for first violation, and class 2 misdemeanor for second or subsequent violations.

Allows public accommodations to ask whether an animal is a service animal and what work or tasks it has been trained to perform, while removing the prohibition on requiring service animal identification.
