Amends animal cruelty law to establish separate offense for intentionally or knowingly interfering with, killing, or harming a service animal, with penalties distinguishing between reckless acts (class 1 misdemeanor) and intentional/knowing acts (class 6 felony).

Creates new section 13-2910.10 prohibiting individuals convicted of certain animal cruelty offenses, service animal abuse, or repeated animal neglect violations from adopting, fostering, owning, or having custody of any service animal in their household.

Requires individuals prohibited from service animal ownership to transfer all animals in their care to another household within 90 days and allows restoration of ownership rights after two years upon court application, with exceptions for second or subsequent convictions.

Establishes civil liability for persons convicted of working or service animal interference crimes, including payment for replacement and training costs, veterinary bills, handler salary losses, and contractual losses.

Amends domestic violence statute to include certain animal cruelty violations as qualifying domestic violence offenses when committed between persons in qualifying relationships.
