Creates a new criminal offense of "continuous smuggling" under Arizona Revised Statutes Title 13, Chapter 23, Section 13-2324.

Defines continuous smuggling as committing two or more violations of human smuggling (Section 13-2319) over a period of ten days or more.

Classifies continuous smuggling as a class 2 felony with mandatory imprisonment—the person is ineligible for suspension of sentence, probation, pardon, or release except through specific statutory exceptions (Sections 31-233(A-B) or 41-1604.07).

Prevents multiple charges for continuous smuggling if all conduct involved the same victim.
