Amends Arizona Revised Statutes Section 15-393 to allow ninth-grade students to be included in joint technical education district (JTED) student counts and average daily membership calculations, changing the eligibility from grades 10-12 to grades 9-12.

Repeals Laws 2015, chapter 15, section 15, which had previously restricted ninth-grade students from generating full funding in JTEDs.

Modifies provisions allowing grade 8 and 9 students to be funded with monies generated by the five cent qualifying tax rate for career and technical education courses.

Changes student counting methodology for grades 9-12 enrolled in JTED centralized campus courses meeting at least 150 minutes per class period to generate 0.75 average daily membership.

Makes amendments retroactive to June 30, 2016, and designates the act as an emergency measure.
