Requires public officers to disclose any benefits received in the form of travel, lodging, or registration fees related to conferences, meetings, or events, itemized by specific dollar amount with no minimum threshold, including donor/payor name and address.

Mandates that the Secretary of State post financial disclosure statement information on its website as a public record.

Expands lobbying expenditure reporting requirements to separately itemize and report travel, lodging, and registration fees (with no minimum amount) with names and addresses of all donors or payors contributing to aggregated accounts funding such benefits.

Clarifies that persons providing technical information or answering technical questions on behalf of a lobbyist must do so at an open legislative meeting where the lobbyist is present, and excludes provision of legislative arguments from the definition of technical information.

Allows public officers appointed to fill vacancies to file financial disclosure statements covering a twelve-month period ending the last full month before taking office.
