Amends sections 16-907, 16-912, 16-912.01, and 16-914.02 of Arizona Revised Statutes relating to campaign contributions, expenses, and independent expenditures.

Adds prohibition on officers of corporations, limited liability companies, or labor organizations transferring money through multiple transfers with intent to conceal contributor identity.

Changes disclosure requirements for independent expenditures from listing "three political committees" to listing "three identifiable contributors" (persons, political committees, or business entities) making largest cumulative contributions in the 18-month period before the first expenditure.

Modifies ballot measure committee disclosure requirements to identify "three identifiable contributors" instead of "four major funding sources," with lower dollar thresholds ($5,000 for statewide, $1,000 for subdivisions with under 100,000 population).

Establishes rebuttable presumption that entities are organized primarily to influence elections if majority of spending is on express advocacy during preceding 180 days or if formed within 180 days before an election while engaging in express advocacy.
