Amends Arizona Revised Statutes section 38-772 regarding the Arizona State Retirement System (ASRS) defined contribution program.

Clarifies that employer payments required under section 38-737 for prior service credits reduce the payments otherwise required to be made to the defined contribution program for those same prior service credits.

Allows prior service credits earned under the defined contribution program to be added to the calculation under section 38-757, subsection B, notwithstanding existing restrictions.

Adds definitions for "prior service" (service before membership in the defined contribution program) and "prior service credits" (amounts allowed for pre-membership service payable as retirement benefits).
