Removes redundant phrase "The provisions of" from subsection C and corrects article reference formatting from "article 9" to "article ix" to match constitutional citation style.

Confirms that bond issuance under this section remains subject to the indebtedness percentage limitations prescribed in Article IX, Section 8.1 of the Arizona Constitution.
