Requires Arizona high school students to pass a civics test identical to the civics portion of the U.S. naturalization test by correctly answering at least 60 of 100 questions in order to graduate or obtain a high school equivalency diploma, beginning in the 2016-2017 school year.

Mandates that school districts and charter schools document on a student's transcript that the student has passed the civics test as required.

Requires that voter registration materials be made available at the location where the civics test is administered.

Allows students who do not obtain a passing score on the civics test to retake the test until they achieve a passing score.

Permits school districts and charter schools to determine the method and manner in which to administer the civics test.
