Allows persons to register to vote during the 28 days immediately preceding an election if they have been a resident of the county and precinct for at least 29 days prior to the election.

Permits registration on election day at the polling place by completing a registration form and providing proof of residence.

Requires persons who register under this section to vote only with a provisional ballot for the election in which they registered, but allows regular voting for elections held at least 29 days after registration.

Limits same-day and 28-day registration to federal, statewide, countywide, and legislative offices, and excludes voters from partisan primary elections.

Directs the secretary of state and county election officers to promptly implement the new registration provisions.
