Changes county recorder's authority to "shall" (must) establish on-site early voting locations at the recorder's office, beginning when early ballots are first sent out.

Requires on-site early voting locations to be open until 7:00 p.m. on all business days during the early voting period through the Monday before election day.

Requires on-site early voting locations to be open on Saturdays and Sundays until 7:00 p.m. during the two weekends immediately preceding election day.

Extends the deadline for in-person early voting from 5:00 p.m. on the Friday before election to 7:00 p.m. on the Monday before election day.
