Establishes the Education Funding and Incarceration Study Committee consisting of legislators, state corrections directors, educators, university faculty, and representatives from education and youth services organizations.

Committee shall study the correlation between K-12 funding levels and incarceration rates in the state department of corrections, including spending per student and inmate, graduation trends, demographic data, and recidivism rates.

Committee must submit findings and recommendations to the governor, president of the senate, and speaker of the house by December 1, 2017, with a copy provided to the secretary of state.

Committee members are not compensated but are eligible for expense reimbursement under Arizona law.

The committee provision expires September 30, 2018.
