Amends Arizona Revised Statutes section 41-2402 to establish the resource center fund within the criminal justice enhancement fund.

Resource center fund consists of monies from specified sources excluding federal funds, designated solely for funding the Arizona youth survey and Arizona statistical analysis center.

Clarifies that monies in the drug and gang enforcement account cannot be used to fund the Arizona youth survey except those received pursuant to the resource center fund provisions.

Fund monies are subject to legislative appropriation, with any unexpended or unencumbered amounts on June 30 each year subject to reappropriation requirements.
