Adopts the National Popular Vote Interstate Compact, an agreement among states to elect the president by national popular vote rather than by state-based electoral votes.

Requires each member state to conduct a statewide popular election for president and vice president, with the chief election official determining the total national popular vote across all member states.

Member states must certify their presidential electors in association with the national popular vote winner, regardless of how that state's voters voted.

Agreement takes effect when states possessing a majority of electoral votes (270 of 538) have enacted it, and any state may withdraw except within six months before the end of a presidential term.

Includes provisions for tie-breaking (state's electoral votes go to candidate with most votes in that state) and allows presidential candidates to nominate electors if the number differs from the state's electoral vote count.
