Adds new authority allowing the Board of Executive Clemency to meet in executive session to discuss reprieves, commutations, paroles and pardons, notwithstanding open meeting law requirements under section 38-431.03.

Removes a sunset date provision that limited employee benefits eligibility to members appointed after December 31, 2013, making all board members eligible for state employee benefits under section 38-651.

Makes minor technical corrections to statutory language, including hyphenating compound words ("four-week" and "decision-making") and correcting subject-verb agreement in removal provisions.

Reorganizes subsection lettering to accommodate the new executive session provision, renumbering the executive director employment section from subsection K to subsection L.
