Establishes a state seal of biliteracy program administered by the superintendent of public instruction to recognize high school graduates who demonstrate proficiency in one or more languages in addition to English.

Requires the superintendent to create a state seal that is affixed to diplomas and noted on transcripts of qualifying students, and to deliver seals to participating school districts and charter schools.

Allows school districts and charter schools to voluntarily participate in the program and award the seal to students who meet all four requirements: maintain a 2.0 GPA in English language arts, pass English end-of-course exams, demonstrate proficiency in another language based on state board-adopted assessments, and (if applicable) achieve proficiency in English language proficiency standards.

Directs the state board of education and department of education to adopt research-based assessments to measure proficiency in languages other than English and adopt related rules.

Terminates the program on July 1, 2026 pursuant to Arizona's sunset review statute.
