Extends the deadline for unified school districts formed from common school districts to calculate budgets under the old formula from June 30, 2016 to June 30, 2020.

Allows newly formed unified school districts to continue using section 15-951 Arizona Revised Statutes calculations until a high school is constructed or June 30, 2020, whichever occurs first.

Permits school districts that phase in grades nine through twelve to continue using the old budget calculation method for a maximum of three years after the new high school begins operation.

Prohibits school districts from retroactively adjusting budgets for any fiscal year under this provision.

Applies retroactively from June 29, 2016, and was approved by the Governor on May 12, 2016.
