Repeals subsections U and V of section 15-393, which reduced base support level funding to 92.5% for school districts, charter schools, and joint technical education districts (JTEDs) when students enrolled in dual programs beginning in fiscal year 2016-2017.

Renumbers subsections W, X, Y, and Z to become U, V, W, and X respectively following the repeal of the funding reduction provisions.

Maintains all other provisions of section 15-393 governing JTEDs, including student count calculations, average daily membership limits, satellite and centralized campus requirements, and contractual provisions with charter schools.

Designates this measure as an emergency act operative immediately upon passage.
