Amends Arizona Revised Statutes Section 45-462 regarding grandfathered groundwater rights in active management areas.

Prohibits the Arizona Department of Water Resources from adopting or implementing rules in the Pinal active management area that reduce extinguishment credits for irrigation grandfathered rights to less than the full amount of the right being extinguished.

Applies to all rules adopted before or after the effective date of this amendment.

Protects owners of irrigation grandfathered rights from receiving reduced compensation when voluntarily retiring their groundwater rights in the Pinal AMA.
