Automatic voter registration is implemented at driver license offices unless applicants affirmatively decline within 21 calendar days of receiving notice from the county recorder.

County recorders must notify driver license applicants that they may decline registration, with confirmation of registration occurring within 25 calendar days if no declination is received and eligibility is confirmed.

The Department of Transportation and Secretary of State must adopt rules to integrate driver license and voter registration applications, including transfers of renewal and address change information between systems.

Driver license applicants must receive a statement listing voter eligibility requirements (including citizenship), attestations under penalty of perjury, penalties for false registration, and confidentiality protections for declinations and registration locations.

The Department of Transportation must transmit completed voter registrations to county recorders within five days of receipt, with an effective date of December 31, 2016.
