Amends Arizona Revised Statutes section 13-3554 to establish mandatory sentencing guidelines for luring a minor for sexual exploitation when the defendant believed the victim was under fifteen years of age.

Sets sentencing range of 5-15 years imprisonment (minimum 5 years, presumptive 10 years, maximum 15 years) for defendants convicted of this offense who are sentenced to imprisonment and have no prior predicate felony convictions.

Increases sentencing range to 8-22 years imprisonment (minimum 8 years, presumptive 15 years, maximum 22 years) for defendants with one prior predicate felony conviction.

Requires that defendants meeting these criteria be ineligible for suspension of sentence, probation, pardon, or early release except as authorized by specific statutory provisions (sections 31-233 or 41-1604.07) or sentence commutation.

Maintains that it is not a defense to prosecution that the other person is not actually a minor if the defendant believed or had reason to know the person was a minor.
