Amends subdivision water supply requirements in Arizona by modifying notice and compliance procedures for municipalities located in counties with adequate water supply provisions.

Establishes new conditions for municipalities with populations over 25,000 to opt out of adequate water supply requirements, including requirements to participate in aquifer augmentation programs, adopt reclaimed water plans, implement water conservation programs, and fund rebate programs for plumbing fixtures and landscape removal.

Clarifies water supply evaluation procedures by renaming subsections and revising references to adequate water supply ordinances in sections 9-463.01, 32-2181, 32-2183, 45-108, 45-108.01, 45-108.02, and 45-108.03.

Updates terminology throughout the bill from "upon" to "on," "shall be" to "does," and "prior to" to "before" for consistency with modern drafting standards.

Maintains exemptions for proposed subdivisions in water districts from adequate water supply requirements under section 48-6414.
