Expands the Board of Executive Clemency from 5 members to 9 members with specific expertise requirements: one mental health expert, one drug addiction expert, one prosecutor, one criminal defense attorney, one corrections department recommendation, one victims' rights advocate, and three public members (no more than two from same political party).

Requires all new board members to complete a four-week course on board duties and statutes, including a decision-making workshop, designed and administered by the board chairman with assistance from the attorney general's office.

Maintains five-year terms for board members with staggered initial appointments ending in January 2019, 2020, and 2021, and allows governor removal of members for cause.

Preserves quorum requirements (three members standard, or two if designated by chairman) and allows the chairman to cast deciding votes when two-member quorum members cannot agree, unless the chairman is one of those two members.

Authorizes the board to employ an executive director with compensation determined by statute, or allows the chairman to serve in this role.
