Amends Arizona Revised Statutes section 13-2914 to add a new prohibition against aggressive solicitation within 10 feet of a person in a stopped vehicle at a traffic control device without the driver's permission.

Maintains existing prohibitions on aggressive solicitation including physical contact, intimidating approaches, continued solicitation after being asked to stop, obstruction of passage, and use of obscene or abusive language.

Violation of these solicitation restrictions remains classified as a petty offense.

Provides definitions for automated teller machine, bank, public area, and solicit to clarify the scope of the statute.
