Requires municipalities and counties to mandate that schools operated by school districts located near airports obtain a Federal Aviation Administration determination of no hazard as part of life and safety building code permitting.

Allows municipalities and counties to enact zoning regulations prohibiting schools within an airport's published 60 day-night average decibel level contour area or comparable airport established zone.

Extends the same airport-related requirements to charter schools, requiring FAA no-hazard determinations and allowing zoning restrictions within airport noise contours.

Exempts existing schools that were located near public airports as of January 1, 2015, unless they seek to construct a structure taller than their current facility.
