Requires the Arizona Department of Child Safety or authorized tribes to request that all adults aged 18+ residing in potential emergency placement homes consent to preliminary name-based background checks and fingerprint-based criminal records checks within 15 days.

Allows the department or authorized tribe to place a child in a home pending fingerprint results if the name-based background check shows no disqualifying criminal offenses, but prohibits placement if an adult resident has been convicted of a disqualifying offense.

Requires immediate removal of a child from a home if an adult resident refuses to consent to background checks or if fingerprint results reveal a disqualifying criminal conviction.

Permits adults whose placements are denied based on name-based background checks to contest the denial and submit fingerprints within 15 days for a full criminal records check.

Directs the Department of Child Safety to designate by rule which criminal offenses qualify as disqualifying, with consideration given to felony convictions for violent crimes, crimes involving children, family members, elderly persons, or persons with disabilities, and drug-related crimes.
