Establishes chicano and latino heritage special license plates, contingent on a person paying $32,000 to the department by December 31, 2016 for implementation costs.

Sets a $25 annual fee for the special plates, with $8 designated as a special plate administration fee (deposited to the state highway fund) and $17 as an annual donation.

Creates the chicano and latino heritage special plate fund to receive donations, with the first $32,000 reimbursing the person who paid implementation costs and up to 10% of annual deposits used for fund administration.

Requires the director to allocate remaining fund monies annually to a qualified charitable foundation that has operated for at least 13 years and provides mentoring, leadership training, and financial assistance to underprivileged youth of chicano and latino heritage.

Allows personalized special plates to be combined with chicano and latino heritage plates if the director approves, subject to combined fees for both plate types.
