Repeals Title 9, Chapter 2, Article 2 of Arizona Revised Statutes due to equal protection and election law concerns with voting provisions in board of trustees government structure.

Amends Section 9-201 to remove references to "article 2" when describing cities and towns not organized under certain government structures, affecting municipalities with fewer than 600 voters.

Amends Section 9-204 to remove references to "article 2" for cities and towns with 600-850 voters and updates statutory language regarding officer duties and terms.

Removes "board of trustees" references from Sections 9-911, 16-104, 35-321, and 36-1401 to eliminate this governmental form from local government organization provisions throughout Arizona Revised Statutes.

Notes legislative intent that no county board of supervisors has ever used disincorporation authority to establish a board of trustees government structure in Arizona history.
