Amends Arizona Revised Statutes Section 15-825 to expand entities that can request certificates of educational convenience for pupils to include federally recognized Indian tribes and tribal courts, in addition to state agencies and state courts.

Requires the proposed school district of attendance or the entity with custodial control over the pupil to submit a written request to the county school superintendent for a certificate of educational convenience.

Mandates that county school superintendents retain documents verifying placement of pupils under the certificate of educational convenience program.

Clarifies that certificates of educational convenience allow pupils placed by authorized agencies, tribal entities, or courts to attend school in the district or adjoining district where they are placed, with enrollment counted in the district of attendance for funding purposes.
